Evaluation of the Revolving Green Fund: a report to HEFCE

HEFCE commissioned Oakleigh Consulting and Inbuild to carry out an evaluation of the Revolving Green Fund (RGF). The aims were to:

  • assess the progress of the fund to date
  • consider lessons learned from the process
  • gather evidence to build a case for further funding
  • consider how the learning and good practice from the fund can be effectively captured and disseminated.

The evaluation shows that the RGF is successfully working towards meeting its aims by providing a major mechanism for higher education institutions to invest in reducing greenhouse gas emissions. The RGF is accelerating carbon reduction at institutions and current projects are saving over 2 per cent of English higher education institutions' emissions every year.
