Quality, equity, sustainability: the future of higher education regulation

This report shares the findings and recommendations of a Universities UK task group set up to examine the future of higher education regulation. It considers how the regulation of higher education needs to adapt to ensure it meets the interests of students and other constituencies, is fit for purpose in the longer term, and can help promote and maintain the high quality and international reputation of the sector.

Recommendations include:

• A new register to act as the gateway into the sector for all higher education providers
• A new lead regulator to meet the need for more effective leadership and strategic oversight of the regulatory system
• A new approach for protecting the student interest in the event of institutional or course closure
• Changes to primarily legislation to implement the report's proposals
