Carbon Reduction Commitment (CRC) Stakeholders Workshops - 12 & 19 July & 8 August 07

Defra will be holding three stakeholder workshops to discuss the upcoming Government consultation on the CRC, a new mandatory cap and trade emissions trading scheme to reduce energy use emissions from large non-energy intensive commercial and public sector organisations. At the end of June 2007, DEFRA plan to launch a consultation inviting views on the details of the CRC. The CRC will target organisations with an annual electricity consumption from mandatory half hourly meters in excess of 6,000 MWh. At current energy prices, this would generally capture organisations with annual electricity bills above £500,000.

During its development, the CRC was known as the Energy Performance Commitment (EPC). This shared an acronym with the Energy Performance Certificates required under the EU Energy Performance of Buildings Directive. Government has therefore decided to rename the policy to the Carbon Reduction Commitment (CRC) to avoid any confusion.

The workshops aim to provide an opportunity for key industry, public sector and NGO stakeholders:

• to give collective feedback to Defra on the CRC proposal and to ensure a more informed response to the consultation process;

• to access and understand others thinking, and network and exchange thoughts with others; and

• to discuss the details of the CRC proposal on key areas such as coverage and market design.

The one day workshops are being held on 12 July in London, 19 July in Manchester and 8 August in Edinburgh.
