Climate Exchange provide an insight into monitoring and evaluating Scotland's Adaptation progress. They provide two resources are available for this purpose:

  • Integrating monitoring and evaluation in Scottish Climate Change Adaptation Programme (SCCAP2)
  • Developing adaptation monitoring and evaluation in Scotland

Description from Climate Exchange is as follows:

Monitoring and evaluating (M&E) is a central part of assessing the effectiveness of our efforts to tackle climate change. Scotland (and the wider UK) was one of the pioneering countries in the development of an adaptation M&E framework, and is one of a handful of countries that have a system that is fully operationalised.
Our aim is to provide a set of metrics that better answer questions regarding whether Scotland is adapting to the impacts of climate change, and whether resilience is increasing and opportunities are being realised.
 
The research has looked at areas of strength and areas needing improvement and how this M&E approach can be integrated into the second Scottish Climate Change Adaptation Programme (SCCAP) using an outcomes focus.
 
The second SCCAP is due in 2019. The Scottish Government will consult with a wide range of stakeholders, including on all aspects of monitoring and evaluation.
